Economic Development Strategic Plan

The Calvert County Department of Economic Development maintains a Strategic Plan which guides and focuses staff on its annual outreach activities, helps set clear and actionable business development goals and priorities, outlines indicators for success and highlights objectives to support, attract and retain strong, healthy and dynamic companies of all sizes and industries. 

Calvert County policymakers selected Sage Policy Group (Sage) to develop the County’s Economic Development Strategic Plan for 2026-2031. To develop a relevant, actionable, and politically viable plan, the Sage study team coordinated with Calvert County Economic Development staff to discuss economic development needs and goals. The study team also conducted focus group meetings with key stakeholders representing a variety of local industries, nonprofits, and other forms of endeavor.

The study team analyzed data from a range of sources including the Bureau of Labor Statistics, the Census Bureau, the Maryland Department of Planning, and Calvert County government. Study team economists also reviewed prior economic development strategies, analyzing their relevance to continuously shifting economic, fiscal, and technological circumstances.

Why is economic development important?

Economic developers promote economic well-being and quality of life for their communities by creating, retaining and expanding jobs that facilitate growth, enhance wealth and provide a stable tax base. When we succeed, our businesses create high-quality jobs and develop vibrant communities, our workforce is employed, our citizens enjoy an excellent quality of life and our community is a place where people want to live, work and visit.

What is the purpose of an economic development strategic plan?

An economic development strategic plan is a focused plan that guides and measures the actions of a state, county or city, in partnership with businesses and the community, to achieve goals for an economically secure, innovative, efficient and vibrant community.

How was the 2026-2031 Strategic Plan developed?

The Sage study team analyzed data from sources such as the Bureau of Labor Statistics, the U.S. Census Bureau, the Maryland Department of Planning, and Calvert County government. They also reviewed past economic development strategies to assess their relevance in today’s changing economic, fiscal, and technological environment. In addition, the team worked closely with Calvert County Economic Development staff to understand the county’s goals and needs. They also held focus group meetings with key stakeholders from local industries, nonprofits, and additional sectors critical to Calvert County's economic landscape.

Yes, we will provide regular updates on our progress using a variety of resources which may include our  e-newsletter, via in-person meetings or posts on our website,  LinkedIn or the  county’s Facebook page.
