The Calvert County Early Childhood Advisory Council (ECAC) serves as a vital resource for enhancing the quality of early childhood education and care in Calvert County. 

Mission and Vision

Established to bring together various stakeholders in the field, the council aims to foster collaboration among early childhood programs, ensuring a cohesive approach to education and care. By conducting thorough needs assessments and developing a comprehensive statewide strategic report, the ECAC is committed to addressing the unique challenges and opportunities within early childhood education, ultimately striving to improve outcomes for children and families in the community.

Current Responsibilities and Objectives

  1. Establish Annual Benchmarks
    Set annual benchmarks for school readiness skills for children entering kindergarten.
  2. Conduct Needs Assessments
    Periodically assess the local quality and availability of early childhood education and development programs and services.
  3. Identify Collaboration Opportunities
    Identify opportunities and barriers for collaboration among federally and state-funded child development, childcare, and early childhood education programs, including local agencies responsible for these services.
  4. Develop Action Plans
    Create action plans to increase participation in existing programs, focusing on outreach to underrepresented and special populations while elevating program quality and aligning with ECAC goals.
  5. Recommend Professional Development
    Provide recommendations for local professional development and career advancement plans for early childhood educators, including involvement in Early Learning Academies.
  6. Align Family Engagement Practices
    Align local family engagement practices with the State Family Engagement Framework, Early Childhood Maryland Learning Standards, Calvert Tots, the Blueprint for Maryland’s Future and local library initiatives.
  7. Coordinate Early Childhood Initiatives
    Coordinate local early childhood initiatives and reforms.
  8. Report Progress to State Advisory Council
    Report progress or challenges on items 1-6 to the Governor’s State Advisory Council on Early Childhood Education and Care, including the submission of local council attendance rosters, meeting minutes, and action plans.
